Boulder City Council OKs bonuses for Secrist, de Raismes, Carrigan

BOULDER — The City Council here unanimously approved the recommendations of the Council Evaluation Committee for compensating City Manager Ron Secrist, City Attorney Joseph de Raismes and Municipal Court Judge Sheila Carrigan in light of their performance over the past year.

The bonus amounts approved for 1999, which were determined by the evaluation committee by averaging all individual council members’ recommendations, are $10,800 for Secrist, $6,900 for de Raismes and $4,500 for Carrigan. The bonus approach, which was adopted in 1998, will not be added to the employees’ base salary but rather paid in full immediately, with the exception of Secrist, who was paid on completion of his first full year of service, which began July 30, 1998.

The bonus program is seen as having two main advantages: greater flexibility in response to changing circumstances, because they are not built into base pay; greater effectiveness in rewarding performance because they must be re-earned each year, rather than continuing into the future.
